What ? Working Groups
The ACROPOLIS group dedicated to aid efficiency in fragile contexts develops its expertise in six different fields of research in cooperation with the DGD:
1 – Developing and disseminating knowledge on fragile contexts
2 – Risk analysis and management in fragile countries – case study on TST Mali-Niger
3 – Research and support on conditionality, including Belgian experience with « Tranche incitative »
4 – Researching and supporting Statebuilding through decentralization – How to strengthen local governance?
5 – Support to civil society participation and empowerment
6 – Use of National Country Systems (NEX) (actuellement en veille à la demande de la DGD)
All contribute to reach the work’s main focus of the decision-making aid conducted by the ACROPOLIS group: the implementation, in the Belgian development cooperation policy, of a coherent approach in contexts of fragility and conflicts.
The different products supplied by the ACROPOLIS program, all over its three years of work, will contribute to operationalize a fragility approach in the Belgian development cooperation policy.
The recommendations provided by the ACROPOLIS will be formulated on two distinct levels: A first series of recommendations is likely to be considered in the existing legislative and regulatory framework. A second one will identify institutional, legislative and regulatory blockages that occur before reaching DGD, which prevent the inclusion of a genuine fragility approach in the Belgian cooperation
This final result is going to be enriched by several case studies, presenting analyses of one or more areas of work in one or more specific fields. Those studies are going to generate intermediary results which are going to be taken into account by the ACROPOLIS group for its final operationalisation in an approach to fragility. The different tools analysed by the group are going to be tested every time in at least one of the countries of the two foreseen geographic sub-zones (Great Lakes and Sahel) during the 3 year duration of ACROPOLIS.
